She founded in 1978 and ran for 35 years the Legal Aid Society of San Bernardino, where people without money for an attorney get free help with their legal problems.

“I don’t know anybody who’s more dedicated to the plight of people who are too poor to afford an attorney,” said Barbara Keough, a San Bernardino lawyer who is on the Legal Aid board.

Shouse met with each client, assessing problems and deciding which staff member or lawyer to assign to the case, Keough said.

Clients got not only legal help but a sympathetic ear, Keough said. “People would cry in her arms and she would comfort them.”

“She was a great friend of those in need,” said William Shapiro, executive board member for 32 years. “I can’t speak highly enough about her. It’s a tremendous loss to the program.”

Shouse founded the Legal Aid clinic in 1978. Until recently, it was housed in a rundown building where clients lined up for blocks outdoors. But a few years ago, the Bar Association bought and remodeled new space.

When I visited an evening clinic, I learned how Shouse did it. The lawyers earned a delicious reward: a home-cooked dinner of turkey with all the trimmings.

“She would get on the phone about 11 (a.m.) to tell them what she was serving for dinner that night,” said Bill Lemann, board member and attorney-volunteer.

It worked like a charm. The lawyers bonded over the meals, hanging around to enjoy second helpings after the clinic closed, Lemann said.

A single mother who raised her son by working two jobs, Shouse supplemented her salary by waitressing and later as a process server.

But she didn’t rest there. She served on the San Bernardino County Commission on the Status of Women and later the state commission.

Her secret weapon was fundraisers that featured high-powered politicians she cajoled into helping, among them then-Attorney General Bill Lockyer and Assembly Speaker John Perez.

Shouse had struggled with health problems in recent years but never stopped working. She died peacefully in her sleep, friends said.
