  • Marin fair gang garb policy targets Latino youth

If you're headed to the Marin County Fair next week, a top civil liberties lawyer advises leaving your Oakland A's and other ball caps at home along with your Ralph Lauren Chaps gear — and in any case avoid wearing red or blue garb, even on the Fourth of July.
Marin's new ordinance cracking down on gang attire at the fair means that "hundreds, and probably thousands" of fairgoers will run the risk of violations, according to a lawyer for the American Civil Liberties Union, adding that as a practical matter Latino youth are the real targets of a code that in effect formalizes racial profiling.
Undersheriff Mike Ridgway begged to differ, saying the county law does not discriminate and was "carefully crafted by attorneys to pass constitutional muster" while providing a more transparent process that includes advance notice of the gang insignia at issue.
"We welcome everyone at the fair," said fair chief Jim Farley, adding that fair ticket takers intend to wear red and blue Mardi Gras beads on the Fourth of July.
Law enforcement experts skilled in recognizing gang garb will make decisions on whether clothing or related gear, in combination with other items or factors, signals gang membership. Only those who refuse to cover up or remove offending items will be turned away.
Officials contend the new law simply spells out past procedures involving clothing, colors, insignia, numbers and related "identifiers."
But Schlosser renewed earlier criticism of the Marin law after receiving from the county a list of gang "identifiers" that are prohibited.
"What this list does is to substitute the vagueness of your prior apparently unwritten policy for a sweepingly overbroad written policy, while leaving intact the unfettered discretion of the officers on the scene, and therefore the susceptibility and in fact near certainty that this ordinance will be enforced based on stereotypes and racial profiling," Schlosser advised the county in a June 21 letter.
"It is my considered legal opinion that the county faces the potential of legal liability if anyone is detained or ejected based on this overbroad and vague policy," he said.
Schlosser noted the county's list includes 69 prohibited items that might be worn by 50 gangs. Among gang insignia are the colors red, blue, red and white or black and white.
"It is ironic that the colors red and blue will be forbidden on the fairgrounds on July 4," Schlosser noted, adding with tongue in cheek: "Caution would suggest leaving your American flag decals at home."
Sports teams on the list include Oakland A's, Colorado Rockies, St. Louis Cardinals, Cincinnati Reds, as well as teams whose hats are red or blue, such as the Dodgers or Cubs. "Under this ordinance, if one person is wearing an A's hat or a blue bandana or Chaps by Ralph Lauren, and they are walking with or talking with another person" wearing a listed item, "then each of them 'violates the Marin County dress code policy,'" Schlosser observed.
But, he added, the ordinance will not be enforced as it is written. Instead, those technically in violation will be confronted only if "in the subjective judgment of the officer, they appear to be gang members. ... In the real world, the criteria for actual enforcement actions under this ordinance are purely subjective and unwritten." The result is a "vacuum" where "stereotyping and racial profiling come into play."
In the end, the message is that not all are welcome at the fair, especially young people of color, the attorney concluded.
County lawyers said fears of discrimination are baseless and added the new ordinance makes formal the legally defensible policies that have been in place for years.
Deputy County Counsel Ed Kiernan has noted a listed of banned gang insignia will be posted on the fair website and available at the gate. "There is no restriction on gang members attending the fair," he said. "The bottom line is no one is being racially profiled."
The dress code was unanimously adopted by county supervisors despite worry about racial profiling that Supervisor Steve Kinsey said was a "legitimate concern." The county board asked for a detailed analysis of how the policy works this year.

  • which has been sadly lost in many parts

One thing that I have always respected about Vietnam and its citizens in all walks of life is their sense of community. Not just the empty word that politicians all over the world use but a real community feeling even in the big cities which have the feel of a number of small villages joined together.
The many, not the few, go out of their way to ensure there is fair play in nearby streets when it comes to motorbike accidents, disagreements and, of course, robberies.
It is not unusual to see groups of ‘passers-by’ rushing to the aid of strangers if they see a wrong being committed or just helping fellow citizens in time of trouble.
And even officials are getting in on the act. Nguyen Su, Party Secretary of Hoi An town, managed to grab a hold of a robber who had stolen a necklace at the Quang Nam Heritage Festival last week.
Ironically the official was instructing security forces to ensure the safety of festival-goers in Hoi An when he spotted a suspicious looking man darting in and out of the crowd on An Hoi bridge and secretly followed him.
Su thought there was something not quite about the man and his movements, and he was right as he spotted him snatching a necklace from a woman and tried to run away from the scene. Su quickly showed up and nabbed him with the help of some nearby policemen.
The robber was later identified with three other thieves also arrested on the same day, who were all from southern provinces, maybe part of the same gang.
Considering the ongoing festival attracts tens of thousands of people on a nightly basis, you might think a handful of arrests is not too bad but that is the ones that were caught and Vietnamese are sick and tired of robbers making people scared to make a phone call, carry a nice bag or indeed carry anything valuable on their bikes.
With big crowds packed together, it gives pickpockets and robbers a good chance to earn some easy money. Well that is unless they get in the way of Su, who may be on the radar of the White Knights, the unofficial guardians of the street and a group of people who fascinate me.
Su, the White Knights and everyone else have had enough of the thieves who tarnish the proud name of Vietnamese and a country desperately trying to ensure that international visitors have a great time in the country and go back and tell their friends to come here. Vietnamese are so proud they would be saddened to see tourists leaving with a negative impression. So if they see something out of hand, they act without fear of any harm to themselves. Right is right, wrong is wrong.
I myself have been fortunate enough not to have come a cropper to the sneaky robbers out there but my wife has and it makes you so angry you could do some serious damage to someone if you catch them. Once she had a necklace stolen right outside her family home and another time a man was shouting obscene gestures at her but instead of being intimidated she chased after him and gave him the fright of his life.
Robbers maybe don’t want to pick on someone their own size, especially bigger, and prefer to focus on females as they are easy targets for bag-snatching, mobile phone or jewelry stealing. They really are the scum of the earth and I have heard stories of them grabbing your bag and holding on causing you to crash and maybe even threaten your life or limbs just so they can steal and re-sell your goods for a few million dong. I don’t know about martial law and the knights of the street but I think in Vietnam a certain level of force is allowed when trying to apprehend these cretins. If you tried to attack or stop a robber in a western country, you might find yourself with a lawsuit and you paying the robber money in a criminal court as a result of him stealing from you.
Now Vietnam has a lot of culture, cuisine and gifts to share to the world but one thing that I genuinely hope that the rest of the world can follow is that sense of community which has been sadly lost in many parts. I am not entirely sure this is an Asian phenomenon and having seen some horrific things from elsewhere in the continent recently I doubt it.

  • The London workshop is scheduled to follow the public

Australia’s leading euthanasia advocate,Shop the best selection of men's stainless steel ring. Dr. Philip Nitschke, was detained on Sunday night at London’s Gatwick Airport as he was attempting to enter the UK. He was held for over two hours overnight but eventually allowed to proceed.
Dr. Nitschke has arrived to conduct his European “Nitro & Nembutal” workshops and speaking tour teaching people how to commit suicide by obtaining and administering lethal drugs.
Nitschke is founder and director of the pro-euthanasia group Exit International and briefly succeeded in changing the law in Australia’s Northern Territory, where he assisted the suicides of four people. Customs and Border Protection Officers stopped Nitschke, calling him by name out of a line-up at the airport. The London workshop is scheduled to follow the public lecture and is “open all those who are over 50 years and of sound mind and/or those suffering from serious illness.” Nitschke’s workshops inform participants on how to source and use legal and illegal drugs for euthanasia.
Nitschke issued a media release saying that the officials had decided to allow him to proceed into the UK, where his first speaking engagement will go forward on Tuesday evening. Nitschke said that there was a “growing need to provide people with the means for a reliable and peaceful death given the ongoing failure of the legislative process to enact laws that reflect people’s wishes.”
Although he has been campaigning for decades, since the death of Dr. Jack Kevorkian two years ago, Nitschke has assumed the role of the world’s busiest and highest profile euthanasia campaigner, traveling around the globe offering clear instructions on how to commit suicide.
Dr. Peter Saunders of the Christian Medical Fellowship has asked why he was allowed to continue into the country. Nitschke is “an extremist and self-publicist whose presence in the UK puts the lives of vulnerable elderly, depressed and disabled people at grave risk,” Dr. Saunders said. In a letter, he had alerted the Home Secretary, Theresa May, that Nitschke was coming to the UK to promote euthanasia.
Saunders cited a news report that said Australian health authorities have recorded at least 51 Australians, 14 of whom were in their 20s and 30s, who have died after overdosing on Nembutal. “Of the 38 cases fully investigated by coroners, only 11 people were known to have suffered chronic physical pain or a terminal illness before their deaths,” The Age reported.

Dr. Nitschke has been turned away from venues in the past. In 2011 a speaking engagement was cancelled in Dublin after complaints were made to police that he was encouraging suicide, a criminal act in the Republic of Ireland. In 2010 in the same town, Nitschke told an audience of elderly people not to wait until “it’s too late” but to begin to “plan ahead” to commit suicide.

“It’s been on display at my house for 50 years,” McCann said. “Nobody really wanted the bugle, or to be the bugler, when I was in Scouting back in ’66 when I left. It was one of those things that was phasing out.”

During his time in service, he was a radioman and advisor for the South Vietnamese Navy. The art loving public and parents will be treated to a special art exhibition put together by the management of Queensland Academy, Okota, Lagos.
The exhibition which is aimed at creating a visual feast and celebrations around the school's 25th year anniversary through the ingenuity of the children; intellectually and practically is the product of a three week art workshop tagged "Catch Them Young" which was coordinated by a seasoned art scholar, Kunle Adeyemi with other art facilitators.
The exhibition which is expected to change the image of art in the school is to open on 27th and run till 29th of June at the school auditorium. It will feature selected creative and beautiful exploration of works of art by the pupils and students of the school done in different genre. They include paintings, drawings , beads and others
Addressing the press in preparation for the forthcoming exhibition, the principal of the school, Mr Oni who confessed that there is nothing functional that anyone can achieve without art, disclosed that "art is not the aspect of our life that we should neglect so the school embarked on the mission in order to make the children use creativity to achieve whatever they want to do."

The history of counterfeiting goes back as long as the first objects were used as a medium of exchange; however, this column will deal with coins not skins, beads or seal shells. Collectors of today must not only be watchful of counterfeits and alterations made since the beginning of coinage but also deal with the newly made fakes that are being produced somewhere – even as I write this column.
I’ve written before that counterfeits are found in various degrees of quality that can be plotted on a linear scale from crude and not deceptive at all to undetectable, state-of-the-art fakes that fool experts – at least for a while. The left end of this scale is pretty well fixed. That’s because the fakers are doing their best to make a better, more deceptive product that will pass scrutiny. As their tools, dies, materials, and methods have improved, so have the fakes. Now that you understand how our imaginary scale of counterfeits is laid out from poor quality to very deceptive; there is another aspect of authentication we must consider. The scale is different for each individual collector, dealer, specialist, or professional authenticator. While a specialist or professional authenticator may consider many fakes that fall way over toward the right side of our scale to be not very deceptive, a coin accumulator or unsophisticated collector may be fooled by a piece at the far left end with “COPY” stamped into both sides.
There are some deceptive fakes on our scale that were produced in the 18th and 19th century as contemporary forgeries and evasion tokens that may still give numismatists a challenge. Contemporary forgeries are fakes that were made for circulation concurrent with genuine pieces. They are often underweight and struck with hand cut dies. Some of these pieces have actually been accepted into numismatics as genuine. As time goes by, most have been removed from modern reference books, but they can still be seen in early editions.
There are other “coppers” (which I won’t mention here so as not to offend specialists) that have no similarity to the design of the genuine issue; yet they are still considered genuine and are highly sought after. Another group of coins called Evasion tokens were produced to look similar to the genuine coins of the time but they were not exact copies.where cards are embedded with chip card and a cardholder.
In order to foil the laws against counterfeiting, many had a fictitious design or different legend so they were considered to be tokens rather than coins. Most were made in 18th century England. One of these tokens with a spurious legend is shown in Figure 4.
Many of these circulated as genuine coins, especially when they reached the colonies in America. Since the most important rule of authentication is to know what the genuine coin should look like, these pieces may be deceptive because they are not commonly encountered by the average collector.The smart card has a memory chip embedded in it that,
The coin in Figure 1 is what makes my job challenging and keeps me on my toes. This is the kind of counterfeit that has fooled both dealers and professional authenticators who were not attentive. At first glance, it is a well-worn genuine 1921 Walking Liberty half dollar. At second glance, the coin has an unusual wear pattern which is probably due to its slightly cupped surface. Still genuine. The date seems OK, but some of the letters in the legend are not as artistic as they should be. “Red Flag Warning?” Closer examination needed? A side-by-side comparison with other well-worn 1921 50-cent coins proved that this specimen is a counterfeit.

Archaeologist Mick Aston, who played a key role in developing the Time Team series for British television, has died.
The death of the 66-year-old professor, recognisable by his brightly striped jumpers, was announced on Time Team's official Facebook page today (NZ time).
"It is with a very heavy heart that we have been informed this evening that our dear friend and colleague Mick Aston has passed away," the entry said.
First aired in 1994, the series uncovered some remarkable finds, including skeletons of monks beneath Westminster Abbey and gold jewellery from Anglo-Saxon times.

Nguyen's advice to them was to put in a redemption request straight away. The advice was too late. The funds had been frozen. And with this, his chance to churn them into several new portfolios with new upfront fees for the bank and trailing commissions for planners like himself was gone.
Advisers were given lists of clients on the day who had been affected and told to hose down their fears. Nguyen hit the phone hard.
The freezing of the funds was a disaster for many of the 61,000 investors. More than four years later, some are still waiting to get their final capital allocation back.
CBA said some investors received earlier payments as a result of hardship applications.
In the months before October 2008, numerous bank customers had been persuaded to switch from the safety of term deposits to these funds with higher rates, which gave the financial planner and the bank a nice trailing commission that they didn't get from a humble term deposit sold by a teller over the counter at some suburban branch across Australia.
It was part of a last ditch effort by planners to reach their sales targets and boost their funds under management so that they could earn their June 30, 2008, bonus - and qualify for the international three-day conference.

There are serious questions on how the Australian Securities and Investments Commission handled the tip-off from a group of bank insiders in October 2008 into allegedly corrupt conduct. A spokeswoman for CBA said the bank had worked hard over the past three years improving the business. Several of the managers involved have moved on, and now hold senior jobs at other institutions with similar sales-based type cultures. Some have threatened legal action.
The pending Senate inquiry is believed to have put the other banks into damage control as they look at the activities of their own financial planning arms before the financial crisis. CBA said: ''It is unfortunate that a sales-based culture was not uncommon across the industry at that time.''
It has prompted some class-action law firms to investigate whether the CBA scandal is the tip of an industry-wide iceberg.

''We are looking at the regulation of ASIC and how it performs its duties and this will complement Joe Hockey's inquiry,'' he said.

CBA believes FOFA will ''ensure that advice customers receive from financial advisers is in their best interests''.
But not everyone is confident that it will result in dramatic change. Whistleblower Jeff Morris, who worked as a financial planner at CBA before leaving in February this year, believes FOFA is a step in the right direction but it doesn't go far enough. ''The elephant in the room is vertical integration. FOFA does nothing to address this. By encouraging consolidation in the industry it has probably added to the problem.''
Justin Brand, from non-aligned financial advisory Arc Financial Consulting, says the vertically integrated model is inherently conflicted. ''What you have is product manufacturers controlling advice channels, setting product targets and ultimately creating a group product 'sales is everything' culture, as recently exposed,'' he said.
It was the ''sales at all costs'' culture insiders and former staff close to the situation believe was the cause of the problem at CBA. They warn that FOFA will deal with hidden fees and disclosure but it won't change the quest to drive sales.
Geoff Derrick, national assistant secretary at the Finance Sector Union, said FOFA was a step forward but continuing dependence on commission-based remuneration and sales targets meant banking culture remains ''a numbers game''.
''The problem is that some people in the industry have lost their moral compass. What we are particularly worried about is the conflict between what is in the best interests of the banks' bottom lines and what is in the best interests of customers.''

  • They settle disputes between families

It is a calm, cold fall morning. The sounds of a barking dog and the voices of children echo across the lake. From somewhere, the low pitched drumming of a stone pestle pounding soft nuts can be heard.
Wisps of smoke are seen rising from dome-shaped houses that cover the south end of Rattlesnake Island.
In 1500 AD, it is called 'Elem and for 5,000 years, this island has been the political center for the Kaogoma tribe.
Standing with us on the shore is Wokox. He lives at the 'Elem village on the island. As we are visitors, he explains that his people live on and fish the lake year-round. Each tribe in his area has its political and religious center on an island. He says his island village contains 20 homes where most of the Elem people live. These people represent the four extended families in his tribe.
There are two over-flow villages on the mainland where the rest of the 'Elem people live. The one closest to 'Elem Island is called Xuna-dai. His island village also contains a large ceremonial building that can seat the entire village and a smaller sweathouse where the leaders and many of the village men spend much of the winter.
Wokox explains the 'Elem Tribe has no "single" chief, but four leaders with equal rank; one from each extended family. These leaders
(Balakui) are not wealthy, but hold their positions of leadership based on family ties and the general agreement of the whole community. He tells us these leaders are civil and ceremonial officials, spending their time instructing the community on the honorable way to live. They settle disputes between families, plan and officiate ceremonial gatherings, and negotiate agreements with neighboring tribes. Their families hunt, fish, and gather food for them, so they can conduct civic duties.
Though the island belongs to the whole community, each family owns a private tract of land on the mainland. Each tract extends from the lakeshore to the uplands. These tracts contain acorn bearing oak trees, manzanita, willow, tule and other food plants owned by the family. Each villager knows the boundaries of each family's tract. The dry and windy hot afternoon baked the track and caused a delay as the B Main was interrupted twice by starts that saw multiple car incidents and subsequent re-working the track surface. Under those dry conditions Travis Jacobson won the B Main event and along with the other top seven finishers moved onto the feature.

In the rest of the all-day show, the PHRA Dwarf Cars put on a great 25 lap main event Saturday afternoon with Leo Ward winning his first ever Dwarf Car feature.
The Saturday night show featured the Sprint Cars joined by the Shipwreck Beads Modified Series and the Outlaw Tuners. This sounds bad but thankfully my 3-year-old was ill so he slept a lot of the time and only gently moaned for the rest. Once we'd passed through the final baggage claim the Kiwi Kili team were piled into a dodgy bus for the final push, an hour's worth of road buzz to the East Africa Hotel.
